A strategic approach to start an academic journal on line

Abstract
The beginning of an academic Journal on line supposes many articulation levels. The journal becomes a complex system, in which operate heterogenic actors such as universities, research centres and institutes; and its also directed to diverse publics, as members of the same scientific community, students and society in general. The on line setting of the material, in the frame of the Web 2.0 also implies a constant interchange between the participants of the whole elaboration process. The challenge this phenomena supposes took us to make a diagnosis, before starting the product together between Universidad de La Coruña, Universidad Nacional de Lomas de Zamora, and the Centro Iberoamericano de Estudios en Comunicación Información y Desarrollo (CIECID). To achieve this objective it was used the RAPC method, one of the tools that here born in the New Strategic Theory, proposed by Rafael Alberto Pérez. This tool allows us to make an analysis of the strategic situation without fragmenting the system object-of-study and this way establish a diagnosis. The article shows the actors and the publics and their communication flux in the field, from the model and the conceptual, methodological and instrumental tools proposed by the New Strategic Theory to start a new journal on line.
