Analysis of the applicability of the law 12305/2010 in the management of municipal solid waste in the municipality of Rio das Ostras, RJ-Brazil

Abstract

Solid waste is considered a major management challenge associated with population growth and consumption growth. In 2010, Law 12305 was introduced in Brazil, which deals with the National Solid Waste Policy, bringing with it a series of challenges to be overcome in favor of better management and environmental quality. However, the implementation of the policy has been difficult, and has revealed gaps and problems. One of these problems concerns the selective collection that we seek to evaluate in the municipality of Rio das Ostras considering two segments of society: the public authorities and civil society. The work sought to understand their view of public policies for the management of solid waste. Initially, a bibliographic survey on the theme was carried out, as well as a survey and analysis of municipal documents, followed by 2 interviews with managers. 79 interviews were carried out with residents in public places and 23 at points of voluntary delivery using semi-structured questionnaires. The municipality has many difficulties in the management and enforcement of the law. The population showed knowledge about the policy with regard to selective collection, some showing disinterest and discredit and others participating directly in what has been implemented by the municipality and indirectly through donation to scavengers.
