Abstract

Article 25 of the Universal Declaration of Human Rights recognizes the right of everyone “to a standard of living adequate for the health and well-being of himself and his family, and in particular food, clothing, housing, medical care and necessary social services. Since then the Constitutions of the States optimize the mandate of the Public Administrations for the realization of fundamental social rights where the dignity of the person and the rights that are inherent in a "Social State" are the general interest that according to the principles of efficiency, hierarchy, decentralization, deconcentration, coordination and solidarity calls on all levels of the Administration to join efforts to respond to the ideals of freedom, equality and fraternity.
