Abstract
The professionalisation of personnel working in the public procurement departments of public administrations is essential if citizens are to receive quality public goods and services. Such a public policy fortifies the general professionalisation of administrative personnel and helps those professionals to gain adecuate technical and ethical expertise to ensure that through public procurement, people can enjoy better living conditions.
