To address the object of the investigation, in relation to the reform of the Spanish Senate, Dr. Ruipérez Alamillo is based on the difficulties that arose within the 1977-78 Constituent to carry out the expression of the Autonomous State, since on the one hand it was based on the ideology of the State of Autonomies as a foundation of the Constitutional State, that is, it was based on the fact that without autonomy there could be no Democracy. However, as is well known, the lack of political agreement about the territorial model determined, finally, that the political model by which the Spanish State would be governed would remain undetermined and it would be the constituted powers that would configure it over time, what, in the end, translates into that it will be the partisan dynamics that will establish the Spanish territorial model through the Statutes of Autonomy. This problem, rigorously and extensively explained in the monograph, is what explains that both autonomous and provincial senators were created, since it was not known that Autonomous Communities would be born finally and if there would be no senator of the first type or if there would be only some Communities
